Holly Milburn-Smith is Co-Executive Director of the City Hub and Network for Gender Equity (CHANGE), a global network of municipal governments working to advance gender equity. She partners with city leaders across six continents to design and scale initiatives that address gender-based violence, strengthen care infrastructure, improve data systems, and build more welcoming public spaces.
Holly believes that cities are among the most powerful places to drive meaningful social change—and that when we design cities that work for women and caregivers, they work better for everyone. Her work sits at the intersection of public policy, urban planning, and international development, with a focus on translating feminist principles into actionable solutions.
She lives in Los Angeles with her husband and two sons, where she is regularly reminded that care is, indeed, infrastructure.
