Rachel Lipson is a Research Fellow at the Mossavar-Rahmani Center for Business and Government. From 2023 to 2025, she served as a Senior Policy Advisor in the U.S. Department of Commerce’s CHIPS Program Office, where she helped launch the workforce strategy for a $50B initiative to revitalize domestic semiconductor manufacturing. Prior to Commerce, Rachel co-founded and directed Harvard’s Project on Workforce, an interdisciplinary policy and research initiative focused on topics at the intersection of education and the labor market. She has also served in economic policy roles across the social sector, including at the World Bank, JPMorgan Chase, Obama for America, and Year Up. Rachel's writing has been published in publications including The Boston Globe, Washington Post, Newsweek, The Hill, Forbes, and RealClearPolicy and her research has been featured by C-SPAN, Bloomberg, NPR, the Economist, CNBC, and MIT Technology Review. Rachel's book America’s Hidden Economic Engines: How Community Colleges Can Drive Shared Prosperity was one of the Harvard Education Press's best-selling books of 2023 and has helped inform community college reform efforts around the country.
